its an international reply coupon
its basically a stamp that can be used in any country, bought at almost any post office.

So, IRC means International Reply Coupon. You use it if when you want to send a letter outside your counrty. For example, if you live in the USA and you want to send a letter to UK, you must use an IRC. I hope I helped you.

Basically, if you're sending a request out of the country and can't get stamps of that particular country you would send an IRC so the celebrity can exchange for stamps and send something back to you.
