What are IRC's and where can you buy them?

I live in the US and I need to know where I can purchase IRC's. Also, can someone in Canada use them to mail my pics back to me? Thanks so much for any help.
you can purchase IRC's (international reply coupons) at your post office. Yes, if you send them to someone in canada, they can use them to return things back to you.
