What if cant get IRCs?

I am not positive, I havent gone to the post office and asked yet, but I want to ask an actor from Canada for an autograph, so what do I do if I cant get IRCs? Thanks!

You can trade American stamps for Canadian stamps with someone on the board.

I actually bought stamps from whatever country I want to send to. And that's how I do it.
