I want to write to Parminder Nagra from the US to the UK.. is international reply coupons (IRC) the only postage that can be used for reply mail...other than UK stamps?

Yes. IRC or British stamps are the two options. Some people have sent cash, but I don't recommend it and it is illegal in some areas.
FYI: IRC are not put ON the return SAE, just be sure to include them with your letter.
