Hello carmela_cruz! ;)
I know what you're talking about - IRC's are also not available in South Africa! What I do is I trade movie postcards with members here on Fanmail.biz to get either US/UK stamps or IRC's. {thumb2} So you can also trade with others to get IRC's, for example posters, photos or autographs.

Or, you can buy stamps from the country you're sending to, for example US stamps.
Good luck and if you have any more questions, please feel free to ask!
Lizanne

Or, if you can't get hold of any I.R.C's by trading, you could explain to whoever you are writing to that you can't buy I.R.C's in your country, and would they mind sending you an autograph.... {thumb2}

The U.S. on line Postal store does not accept international orders.
U.S. Postal store only accepts orders from the U.S. I enquired about international orders and received this response.
Thank you for contacting us about placing international orders online.
Unfortunately, the Postal Store is not currently accepting international orders. There are other options to place an order. Orders can be placed by:

I ordered some stamps with my friend's credit card a few weeks ago (it was in December, I think). Maybe they have som eproblems atm...
I just asked my friend for lending me her card because my best friend in the US couldn't send me stamps at that time. Postage for the stamps is also very expensive. I would say the best (and cheapest) way is if you trade or if you have a friend who sends it for free (postage I mean).

Irc's fromanother country may not work as irc's have the name of the country of which the irc was bought in, you can exchange the irc's for postage to that country but not others, eg: my irc is from England, i cant exchange it at my post shop for american stamps. Get my point? Why not buy off trusted sellers here on fanmail, or on ebay?
Hope this helps
