What is a "International Postal Coupon"?

I assume you mean International reply coupon? It is a coupoun which you can send to a person in another country, and they can exchange it at their post shop in return for enough stamps to post back to your country.

Hi!

An 'International Postage Coupon' is just another name for an International Reply Coupon (IRC).
