You should work out where the Jonas Brothers are going to be performing, and then finding out whether that particular venue passes on fan mail or not. This will give you an indication on where and where not to write to them. You can find a list of known places that do and don't pass on mail here.

When you send your request, you should send the following: a stamped, self addressed envelope, something to sign, and your request letter. You will need to have your package arrive between 2-3 days and a week before the Jonas Brothers play at a particular venue.

Personally, the only one I know that has signed VV for me is Hilary Duff. You should do a search of the forums to see whether any of the others you have mentioned have signed VV, or else someone else can help advise who has signed VV in the past from stephellen's list ...
