Most likely it was overlooked due to work overload. I have received several responses back with unmarked stamps. I have thought about using these stamps again, but haven't so far.
Much to my surprise I got two uncancelled stamps back from the US recently, so I used them and lo and behold, they've come back uncancelled for a second time. However there is a footprint on them, so I don't know if I'd be able to use them again.
I used a tip from another website - nail polish remover for the self-stick ones. It works like a charm.
I think sometimes (like everyone has said) they just slip through the system. I've gotten a lot of things back from California uncancelled, but then I've gotten replies back from New York where the entire top part of the envelope from one end to the other was blacked out (I guess to guarantee that the stamps were cancelled). I also think it depends on how it was mailed. IE dropped in a mailbox as opposed to brought inside a post office.
One tip that should be mentioned is, DO NOT use clear tape to adhere the stamps to the envelope. I did that once and the mail lady made me take them off as it's against USPA rules. Haven't re-used uncancelled stamps in a long time, mainly becasue I keep all my envelopes intact and put the photos back in them.
Does anyone know what is going on with UK stamps? They're being made differently, with two perforations. I wonder if they have a new machine that will punch through the perforations to cancel them. That is the only guess my friends and I have

The stamps you mean are to stop people from reusing them. When you peel them off the two ovals are meant to stick to the envelope wrecking the stamp. If you are just careful though they still come off ok!
You can try, but if you get caught the fines and penalty's they'll hit you with could have bought you a lot of stamps.
