I am sorry but we would not be able to make a list like this as people would spam those agencies just to get free autographs even if they are not true fans of the celebrities
If there are certain celebrities that you want to try via their agency then go for it. Remember, send to celebrities you admire and not just ones that you know will reply. Good luck
