I am to send many fanmail letters tomorrow but the problem is, I cannot find any IRC's here in the Philippines because according to the Central Post Office here, they don't make any IRC's anymore. I only include a SAE but without any stamps or IRC.

Do you think I will get a reply though I only send a SAE instead of SASE?

Depends who are you sending to

Some celebrities are willing to pay the postage but some aren't.

Your chances of getting a reply are better when you include a SASE/postage but you may get a reply without including postage.
You could see if anyone is willing to trade or sell IRC's on the Autographs For Sale/Exchange fourm
