Who Is This Photo and Signature of, 1969 "Chuck ?"

I purchased this today at flea market and it is original or appears and reads "Best Always, Chuck" I was wandering whom it was Chuck who???? Can someone help me out. It is also dated 1969. Any help would e appreciated.... I don't know if he in tv, director, writer or what? Thans for the look!
