Whats the best way to send one, and if the person is usually good through TTM, they should sign and return it right?

I send the ball and pen inside a 6x9 bubble mailer, inside a 10x12 with the LOR. I believe it costs 2.24 for a ball, but keep in mind the envelope you use can make it more. Each additional ounce is 17 cents so I always just put 5 stamps and a 17 cent stamp and never had a problam.
Some players charge, current players don't. Many (Buehrle comes to mind) will now sign on the side panel thanks to the scum ebayers who ruin so many great signers. Others will personalize, and MANY don't sign at all. If I were you, I would join a sports site and research the players you like to see who signs, and if they sign balls.

I've sent baseballs in the past. I use a bubble mailer the appropriate size. As far as postage go to the post office and they can put the proper amount on it.

Sportscollectors.net is a great site. You can get a free trial, or for like $15 you can get a year membership and access to all the addresses and info. Well worth the money. Good luck!
