I have removed a few personalizations from professional grade, glossy photos. I write over the permanent marker with a dry erase marker. When I wipe off the dry-erase marker, the permanent marker underneath also disappears. But always test first! Use a permanent marker and make a small dash on the edge of the photo. After it dries, write over it with the dry-erase marker and see if it wipes off.

Although have to be careful as only works on certain photo types, and if the signature/dedication has been there for too long, then removing it (at least this way) can leave marks from the writing on the photo.
