No, he is no longer signing things ttm. Here is what he has on his web site...

"We’re sorry to tell you that, due to increasing demands on Stan’s tremendously heavy schedule, it’s no longer possible for him to accept any items which are mailed to him for autographs after March 21, 2010.

We’ve been receiving so many things for Stan to sign that it doesn’t leave any time for the poor guy to do the work he’s got to do.

After Match 21st, any items sent in for autographs will automatically be returned to the sender in the SASE included. Sorry, but we won’t be able to return items that do not include a SASE.

So, in order to prevent loss of personal items, etc. PLEASE DO NOT mail any items to be autographed by Stan Lee after March 21st.

However, when Stan appears at any conventions, he’s always happy to sign for as many fans as time allows.
Thank you."

So I would honor his wishes and not send him anything TTM unless he changes or updates his website saying otherwise.

Hm, so they leave off that often you'll be charged up to $50 per item? That was the fee at Phoenix Comicon over the summer.
