Refused - Return to sender?

I recently sent out to 2 bands (who has signed via venue before) performing together at a venue that has had a history of passing on fan mail... However, the envelope is marked Return to Sender - Refused. Does that mean the venue does no longer pass on fan mail or does that mean BOTH bands don't sign via venue? This is my first RTS experience
