Your question is so vast its almost impossible to answer, you need to search for the celebrities you want to collect and see what others have recieved.

It's just another person looking for easy autographs.
People who ask "Who signs" are really asking "Who should I spam to increase my autograph count".

I could give the snarky response that this deserves. However I won't as it isn't worth my time.I own less than 7 dvds, haven't been to a move theater in over 3 years.I have 0 celebrity memorabilia or pop culture magazines.Have never been to a convention or seen an awards show.I'm not a braggart nor do i care how many I get if any.
I was born physically handicapped. So I thought it would be fun to start collecting signatures from peoples whose roles I connect with.As being someone with an illness that affects roughly 1 in 3000.I have had different struggles than most.
I don't have an idea who i would start with.As I don't watch much modern tv or movies these days.So i thought i would see if anyone had any pointers on anyone they had success with.in hopes of it being someone who would interest me.However, no you are right.I am only doing this to pad my autograph count.

Give it whatever response you want. The facts are the facts. If you aren't looking to up your count & you only want autographs from people you care about, then there's no reason for you to ask for a list of generic good signers.
The only reason for a such a question is to get some easy autographs from some never fail celebrities.
Otherwise, you'd be asking about
specific names or
specific projects you enjoyed. You didn't. You didn't even specify what type of celebrity you're interested in.
At best, all you'd be doing is wasting everyone's time by asking them to compile a list of people you have no inclination to write to.

Like I said, at best, you're just wasting everyone's time, given that you didn't specify who or what interests you.
Not to mention that I'm not sure how you can go from

I'd suggest starting with those whose roles you've connected with.
I don't know how you expect us to know who those people are to give you any worthwhile help at all.

The best thing to do is write people you admire. It makes the letter writing easier and makes the reply mean more. Once you have an idea (sport stars or favorite tv show, for example) start searching by name to see if you can find feedback from them.
Just because some does have recorded replues doesn't mean you are guaranteed a responce. Some stars only respond to a couple letters. But the reverse is true as well: just because there is no posted reply doesn't mean the person doesn't respond.
Good luck!
