German Stamp question

I have a german stamp that says 55+25 on it, I was wondering if the value is €0,55 or €0,25, and whether it is usable at all?

Iam German
yes the first one is 0,55 € and the other one 0,25 €

a usual standart letter outside Germany costs 0.75 €
