If I send a LOR, a SAE and a lot of photos to the Comic Con they can pass all to the VIP?

doubt it.. i mean conventions make a % off of the autographs they sign/sell during the con

If you can get it to the venue maybe....
but i wouldn't address it C/O the Comic Con...
Sometimes the celebs will get stuff directly from Venue staff and bypass the Comic Con staff... but its probably not very likely.

That would be a no. All cons ask for the payment in the TTM as they view it as a signing and would like to be paid accordingly.
