You can also get Jason Wingreen (Boba Fett's voice) for free. I think it is pretty much impossible to get Ian McDiarmid for free.

Ian McDiarmid did a private signing with Official Pix. I think his graph started at $150.00.
He will also be at CVI for a similar price.
People have gotten him IP when he does theater/plays.
FYI... he hates and will rarely ever sign a Star Wars item for free! If you want him on a Star Wars item, you have to pay to get it done through Official Pix or at Celebration VI.
