Does anyone know how to get in touch with WWE's ring announcer Ricardo Rodriguez? I'd love to get in touch with him to where he'll actually get my fan mail and read it!

I wouldn't bother sending c/o WWE, as you are very likely going to get no response (that address is considered a blackhole for sending to WWE talent). He is on Twitter, so you may be able to ask him about fanmail there.
Sometimes you just have to take a chance and try the address that you have. That is part of collecting autographs through the mail. Sometimes you will have success and sometimes you won't. Their are no 100% locks for success.
