To send a autograph request through the mail you need:
A self-addressed return envelope (you want to make it as easy as possible for them)
A letter of request (Fan letter telling them why you like them or their work, and a request for the signature)
Your item to be signed (Obviously)
Return postage in the form of that country's stamps, or international reply coupons that you can purchase at the post office (except in the USA, where they have stopped selling them)
Here was what I sent Keiji Inafune (creator of Mega Man) in Japan. My return postage here was IRCs since I do not have Japanese stamps and currently reside in Canada. I placed everything inside my self-addressed envelope (unsealed) and wrapped brown paper on the outside to write the address of where it was mailing to.

After about a month I received this back in the mail:

Happy autograph hunting.
