I have a question about being a mod. I am very interested in becoming one and (this isn't meant to sound cocky or full of myself or anything) I've been a member of this forum for almost a year and am on it a pretty fair ammount.
I know you have to join a usergroup, but when I click usergroups, it says that none exist. What's going on here?

First, you become a junior moderator. You need to PM admin to become on. Then after two months, you get evaluated as to whether you become a mod, stay a junior moderator for another two months until you are evaluated again, or leave the moderator team completely.
So if you want to become a junior moderator, you should PM admin.

A moderator moderates the forum.
He/she makes sure everything is okay, that no spam is posted, that no duplicates topics are posted. He/she deletes 'unnecessary' topics and move those which are posted in the wrong section. Basically, a moderator makes sure the forum runs smoothly, and is also a helpful member who can help out new members. It's not a status or anything like that, it's a forum job.
You should PM admin if you're interested
