For some reason, the Celebrity Merchandise webpage is currently refusing to load for me, so I'll try to answer these questions by memory:

No, shipping is free worldwide for the photos.

2. How many picture can I order

You can order as many as you like, although I don't recommend you order too many. Be reasonable

I can't order them. I have put them to my basket but how do I order them ?

From what I can remember, there's a checkout button (or similar) at the top of the page. After putting the items in your basket you click on the checkout button, add your details and submit your request. You should be able to work it out ...
