I live in Canada and I want to send an enveloppe standard size with another enveloppe inside. I want to send this to a celebrity that lives in another country in Canada. Do I have to buy a SASE or i can put one stamp on each enveloppe? ( the stamps are use for standard letters that weight up to 30 grams mailed to any canadian adress).

Ontarios not really a country, its a province..
& since you both live in Canada, then IRC's are not necessary. A Self Addressed Stamped Envelope will work just fine.
This would be like someone in America, sending a letter from New Jersey to California. It is within the same country, so IRC's are not needed.
