If i am sending just a letter to the UK do i need to include IRC? even if im not sending a SASE? thank you, i need a responce as soon as possible

If you live in the United Kingdom, then you obviosly do not need an INTERNATIONAL reply coupon. However if you live abroad then you will only need an SAE and an IRC not an SASE. This is because an IRC allows one to exchange it with the cost of foreign postage.

E.g. I sent Angela Lansbury an IRC which cost me 95p. The cost of a letter to the UK form the USA is approximately $1. She was able to exchange my IRC with the essential postage so I receive my autograph!

You need to send a return envelope and an IRC, its common courtesy. Without it you probably wont get a reply.

There's a possibility that you will still get a response without return postage but like Andy said, It is just something you should always do because it's polite.
