Help: Who is this?

I am not sure where to post this question but this seemed like the right place. If not, I am sorry.

I received this autograph today (August 3rd) it came in a very nice, thick envelope. The envelope is postmarked from London.

The picture is ready for framing. It's on a matte even. Very nice! On the back there is a sticker saying "By Kind Permission of Harper's Bazaar"

I usually write down everyone I contact and log in the date when sent and when received. I can't make out her name but it is inscribed to my daughter and me.

Do you have a clue who she is?
