some site have hight quality pictures of celebs..instead of searching on google pictures make a search on the internet. High quality celebrity pictures should bring a few results.

Usually I just search on google for a picture and print it out on glossy paper. If I'm sending to a singer or band, and I have they're cd, sometimes I send the album cover for them to sign.

You have about the same chance of getting an autograph with or without a picture. The only reason you might send a picture is to make sure it's authentic.

KellyMBel- I do the same thing when I want to send pictures

There are many people who will only sign authentically if you send your own picture. Otherwise they may send a PP or nothing at all. So it could increase you chances.

I actually look up photos on 'Google' then save the pics on a floppy disk, then go down to Kinkos and have them blow up the pics to 8x10. Problem with this is you have to make sure the pics you try to blow up have high pixels and make sure there aren't any copyrights attached to the pic or you could get in trouble.
