IRCs

I am not getting IRCs in my country so what is alternate option ....Should i send it not stamped envelope?Please suggest...

You may try and purchase american/canadian/other stamps (but that might be expensive).

Just out of curiosity - from what country are you? I was under the impression that nearly every civilized country is a member of UPU.

It's not about if a country is a member od UPU. In some countries they just don't sell them. Country members of UPU accept IRC but IMO they don't necessarily need to sell them.

First they used to but its been 2 years they have stopped selling it..im from India
