Depends.... here's what I do:
Kid actress (under 18) - Hi [celeb's first name]
Young adult - Dear [celebs first name]
Adult - Dear Ms. [first] [last]
Legendary actress (i.e. Elizabeth Taylor) - Dear Ms. [last name]
Kid actress (under 18) - Hi [celeb's first name]
Young adult - Dear [celebs first name]
Adult - Dear Ms. [first] [last]
Legendary actress (i.e. Elizabeth Taylor) - Dear Ms. [last name]
