When I send out my requests, Does sending a photo with my SASE increase or Decrease my chances of getting an autograph back?

Well, it generally does not increase or decrease your chances of getting an autograph back.
It does for some celebrities, very few, [the only person I can think of straight off the bat is the guy who played McLovin in Superbad (Christopher Mintz-Plasse)] only respond if you send a picture.

Sending a picture does help with receiving an authentic autograph with some celebrities (again some, not most, just a few.)
Some celebrities send pre-prints but sign authentically if you provide a picture (celebs such as Tim Allen and I think Jimmy Carter.)

To answer the main question, no it does not increase or decrease your chances of getting an autograph [for most (close to all) celebs.]

I am yet to receive one of my pictures back signed, the celebrities who I have received autographs from have always sent their own picture, and kept mine! So I don't think it would make that much difference really if you sent a picture or not for most celebrities. Like corekid said, some celebrities will only sign if you include a picture, but I am yet to experience this. I think a lot of celebrities sign their pictures in bulk so they wouldn't have time to then go and sign everyones individual pictures that they send also. But I could be wrong!
