What exactly does this mean? Do we have to send them money or just an IRC...?

I think the part you have highlighted in red means that personal (fan) letters will be forwarded to Reba (though responses aren't guaranteed). Requests for donations etc may not get through to her.

There's no mention of sending money / IRC's to cover postage, but it would be a good idea to send them along with your request and state that the money / IRC is to cover return postage for a response.
