Two questions - Will his auto gain in value over time?

Can anyone tell me what this document says?...Its a long shoot but lm sure someone might be able to help..

It's an interesting, historical autograph. I'm sure Hitler's autograph is worth a few ton now and I'd sort of compare Hussein to him in terms of where he stands in history. {thumb2} It's a kind of macabre item to own but a good talking piece all the same!

Its says that:
Republic Decision

First- Jacob Joseph would be assigned as financial minister.
second- This decision is affective immediately.
