Not Paying for what you recieved

When you send items to be autographed and the celebrity charges for autographes,shouldn't you pay when they send it back with a note requesting payment?

I think kissfan4life took advantage of actress Kelli Maroney.She sent his items back with a request for payment and he seems to have forgot!!!

in his post he states that she said he was supposed to send money, but she would sign it this time, I dont really see that he took advantage of her
