Hi eveyrone!
If I get a letter with a RTS and "REFUSED",
what does it mean by "Refused"?
Does it mean that a venue refuses to give it to the particular person, or does it mean the person refuses to sign it?

The agency/venue does not forward mail, or the particular celebrity refuses mail through that address. Make sure to call an agency before mailing off your letter! Good luck with your next request!

Yes it usually means the agency/venue etc doesnt take unsolicited mail.

If it's VV, it could mean it's a closed set.

(The XL Center in Hartford, CT)
I could have sworn they passed on fanmail!

It may or may not have been the venue.
Sometimes the artist's management does the refusing. Other times the artist does the refusing for whatever reason.

If they used an RTS stamp, maybe they just mark off "Refused" because it's the most logical one, since none of the other options (Unclaimed, wrong address, unknown address, etc) would make any sense.
