How many IRCs to get from Canada to US?

Hello,

I am send a photo and LOR on behalf of a family member to Celine Dion.

I will be sending the photo and a SASE (9X12). How many IRCs should I send to ensure that the envelope gets back to me? I am running low on IRCs, so I don't want to use more than I need.
