The two quickest I got back from emailing the team from their website was the Arizona Diamondbacks and the Chicago White Sox. Both took 3 days. I don't know about how long it takes via USPS.

I've contacted certain teams who have agreed to my request... the Mariners, the Indians, and the D-backs.

Go to their website and find the "contact us" link (if they have one) or look for their e-mail address on the team's official site. Send them an e-mail and ask for a fan pack and include your mailing address. That's the best way to find out. It's pretty easy to do and it cost you little to nothing to find out.
