I was only able to find one VV success from Alicia and that was from back in 2008. So it seems she can do but not very often. Good luck if you try

TO EVERYONE:

just because there are no recent successes from alicia keys or whomever since 2008 does not mean that she doesnt sign vv anymore/often....people just dont sent her alot..like i always say vv is a huge risk..just try it..i dont know why people ask "does so and so sign vv"...britney spears is a GREAT vv signer but just because i send her doesnt mean im going to get my photo back....just try it and see what happens...

I'm pretty sure that some of these people have been mentioned in here. All you need to do is look. As for how long it takes, it can take days after a concert, or sometimes they wait until after their tour is over to mail things back.
