ISP - Not sure who this is. Need help!

Below ISP received in 4 March 2010 from Los Angeles USA, but I'm not sure who it is. I sent my own SAE & one IRC and there is no return address nor any letter received from the person. Can anyone help me? Thanks.

It's not Rhys, Bill or Rod (seriously guys, it doesn't look a thing like them, at least check before making random suggestions lol)

Asked a few folk but no one knew. Luckily, HMV currently have a poster up bearing the same photo (my eagle-eyed friend spotted it). She says it's Paul Weller.

Having said that, the autograph bears no resemblance to his IP.



It doesnt even look like his other TTM results on here. Very odd.
