Re: Real or Fake?
Personally, I would not trust ANYTHING in the way of Autographs on Ebay. 90% of them are fakes and forgeries.
And if the price is to good to be true, then it probably is. and the only person getting the deal is the seller as they get the real money and you get the fake signature.

Re: Real or Fake?
Another thing I wanted to mention is, if they don't tell you in the description where it was obtained IP, then most likely it's fake. Also be weary of auctions where the signed photo is taken with a camera, as this usually creates a flash spot on the photo and it always conviently near the signature so it makes it hard to see.
And COA's are not even worth the paper there printed on, so I don't even trust auctions that include those.
The only kind of real proof any seller can offer to make me even think of buying a signed photo off of ebay, is if they provide Photographic proof of the celeb signing the EXACT photo they are selling in the auction. All to often most sellers take a pic of the photo there selling then scour google and find pics of a that celeb signing some random photo and put that on there as "Proof".

Re: Real or Fake?
That Miley is not right. Plus the item was set to 'private' which is a big red flag. Never, never buy autographs from autograph sellers who make their items private.
