Can Someone Help: About IRCs

I was hoping someone could help me. I was wondering how many International Reply Coupons would I need to have two

4X6 photos returned from Canada to the US. Any help would be nice. Thanks in advance.

The Canada Post website says this:

Your recipient can exchange the coupon for postage stamps equal to the minimum postage for an international airmail letter.

So I assume you'd need... 2? Assuming you're sending a large 9x12 envelope. Hope that helps a little!
