When I was sending out Hollywood Walk of Fame cards, about 1/3 would come signed on the back, some on both sides, though I think it was because the fronts often had darker backgrounds and silver sharpies weren't readily available at the time.
If Dutch was signing a newer cards, it's possible he knows how glossy the finish is on the front and sharpie won't adhere well. I used Klean Strip safer mineral spirits to degloss and they come out great. Another theory is, if it's the 1990s WCW cards, it's possible he was signing them on the backs all along. Around the same time, Pro Line came out with certified signed football cards and they were signed on the backs.
Ol Dutch did sign those old impel WCW cards on the back as well. I wrote to Tom Zenk last year and he signed my cards on the back. Sent to him again a few weeks ago and specifically asked him to sign the fronts. He signed tha backs again, lol
