I'm going to be completely honest and whether it's "trollish" or whatever I don't care so I have to ask because I never understood it, but: What's the big deal with people and chuck norris? I mean yeah he's a good actor and all, but why do people glom onto him?

No idea. I agree that he's a bit overhyped. However, I collect the autographs of people that I find interesting or notable. Norris is definitely not a cheap autograph, at least if you want it from him personally. Even his books signed are $100+
Personally, I would rather have the option of paying money for a big star like Chuck, rather than have a 50/50 (really 90-99%) chance of getting secretarial fakes from stars from his genre like Stallone, Arnold and Eastwood.
For a time, before I started collecting in 2000, he was sending free signed 8x10s. I guess he felt taken advantage of because I received a letter stating he was no longer signing (this was 2000) and cited resale, of free autographs he was sending, as reason for not signing.
