In my opinion it's always best to send at least ONE thing to the celeb, wether it be a photo or Index card. if that's not possible, include a 9x12 SASE with two .42 stamps on it so they can send a photo. {thumb2}

You have a higher chance if you 1. send a photo and 2. send an SASE. Not always do celebrities have headshots or photographs on hand to sign so its best you try sending one yourself. Sending to their agency you may have a better chance going without sending a photo as opposed to sending via venue as they do not carry pictures to venues with them most times.

So, it is true that sending a photo won't increase or decrease your chances.
There are some celebrities that don't have their own photos to send to fans, but that is very rare - almost everyone have photos to supply. I know from the top of my head that Christian Bale and Mark Wahlberg only signs photos sent to them - they don't have their own photos to send.
The only time when I would recommend sending your own photos is when you write via venue/movie set. Usually the celebrities don't have anything to sign when they're away so sending a photo would increase your chances on a reply then (although there has been some cases where they did have photos to sign).
There's only one thing that would truely increase your chances of getting a reply above all the rest, and that is supplying a Self Addressed Stamped Envelope (SASE).
Obviously you should write a nice letter from your heart too.

Like others have said, it's always best to send a picture or an index card just in case. Index cards are so reasonably priced, you can get a large pack for hardly anything, so it's very easy to just pop one in with your letter to be on the safe side. The majority of celebrities do have their own pictures which they can send out, but there is a small number who don't. So instead of risking not getting anything back just pop an index card in. Also it is always best to pay for the postage, either include a SASE or a SAE with IRC's or some money. Good luck!

I bought a pack of index cards- 100 (four colors) for a dollar.
I just send an SASE and have sent photos ONCE and I haven't even had a response yet
