Hello! if you did not send the IRC you might have risk that celeb paid for the postage if not maybe you can send again when the post office has IRc's Hope i helped. Good Luck {thumb2}

Sending SASE ( Self Addressed Stamped Envelope) or at least IRCs usually increases your chances to get a reply. If you don't do that, the celebrity must pay for the postage to send you a signed photo. They sometimes do that, sometimes not. It depends.
