A friend of mine has been collecting autographs for a few years. When I last looked at his collection, he had a Dick Cheney signed index card he got in person. I told him I collect political autographs, and he gave it to me. The ink is a little "fuzzy" and I asked him about it, but he said it was the pen he used, which he gave to me, and it does write "fuzzy". Would someone be able to tell if it's real? I don't doubt my friend, I just need to be reassured.

If it was your friend that gave it to you, I would believe that it is real.
Plus, compare it to the autopen that you got TTM from Mr. Cheney. The signatures have roughly the same style and look.
But, as with all autographs, we never know of their authenticity unless we personally witness them.

Like rpbluesman I would guess it is genuine if your friend is reliable! On the whole, many politicians do not sign "for real" due to the vast number of requests, and the possible security issues.
Due to the fact the auto is on an index card and not a photo tends to add credance to the genuine nature of the auto. If for example it had been on a photograph etc, I would have been more suspicious.
The only real alternatives to a genuine autograph (on an index card), are either an autopen, secretarial or a forgery! There doesn't seem much point in an index card being signed by a secretary, or by an autopen machine (if so they would have used a photo), so if you trust your friend I would say it is quite likely to be genuine!!!
