Customs and overcharged

So, I mailed some requests to the UK today from the USA and had to fill out a customs form for each and I had to pay about 13 bux for each. According to Usps I shouldn't have had to fill out customs due to the size and of course there were customs fees so it cost more. Has anyone had this issue before?

No. When they ask what's in the envelope say it's only paper documents.
