Addressing the person

Hi!
Quick question to you all. When addressing a celebrity in a fan mail letter, do you include the first and last name, first name only, or address them as Ms./Mr.?

For example: (Made up name)

Dear Bob Rinkleton, or

Dear Bob, or

Dear Mr. Rinkleton, ?
