I'm assuming you're sending requests to another country such as the US.

Yes, it's highly recommended you send an IRC or two with your request, as it's not only a form of politeness to the celebrity by paying return postage, but it also increases your chances of receiving a success.

However, if you can get stamps for the country your sending your request to (such as the US), you can stick stamps on your SAE (self-addressed envelope) instead, so you will not need to send an IRC on this account.
