Does it take longer to receive a response back if you do not include IRC's or postage?

Well not necessarily. Including postage/IRC's does not always guarantee a faster response time but it does somewhat increase the chance that you will receive a reply. Some celebrities will not respond unless you include a SASE, etc. But I always include postage whenever I can. If I can't get IRC's, I try to include a bit of money to cover the cost of return postage.
